Victoria Wisniewski Otero founded Resolve in 2017 with one question in mind: in an age of increasing polarization and intolerance, how can we build more inclusive and accepting societies? She believes the answer rests with communities themselves, harnessing their own power to bring about positive social change.

She founded Resolve Foundation in 2017 to provide an inclusive, supportive and enabling platform to amplify the voices of marginalized and underrepresented groups in Hong Kong through education, empowerment and participation. Its inaugural social justice fellowship kicked off in December 2016 on the theme of racial equality and inclusion. Being herself the child of an immigrant raised in a bilingual, bi-cultural household, and having lived in places from Nicaragua to Kuwait, Spain to Hong Kong, her philosophy is that there is strength in diversity.

Victoria has worked for a decade in the human rights and nonprofit sector. She was formerly the Advocacy and Campaigns Manager at Justice Centre Hong Kong, working with and for some of the most misunderstood groups in Hong Kong - refugees and forced migrants. Victoria also worked as a Researcher at the Center for Economic and Social Rights (CESR) and UN HABITAT.

Victoria obtained a Masters in International Studies from The Graduate Institute Geneva (IHEID) and an undergraduate magna cum laude from the University of Maryland College Park.

Victoria was selected in 2018 for Tatler Magazine’s prestigious Generation T List, among 50 entrepreneurs, innovators and creatives showing potential to become leaders of tomorrow. She was also one of four finalists shortlisted for the American Express Nonprofit Leadership Academy Global Summit 25,000 USD leadership award. She has spoken at a number of local, region and international human rights conferences and has been featured on media such as CNN, BBC, Thomson Reuters, AFP, RTHK, The Guardian, SCMP and more. She is also the Speaker Communications Manager of TEDxWanChai.
